Restricting War：the New Explanation of Grotius’Sovereignty Theory

Hugo Grotius wanted to restrict war and legislate for war so that human could avoid the disaster of unnecessary war.Based on this consideration,his contribution to the interpretation of sovereignty theory not only lies on the explanation of sovereignty from the perspective of international law and international rela-tions for the first time,but also the idea of restricting war.Meanwhile,Grotius hoped to limit war by con-straining the forces conducting war,and his excluding the people’s sovereignty was also for this purpose. The thoughts of limiting war have a great influence on later generation,and become the theoretical source of obsoleting and baning war in modern international law.
