国家重点实验室多元集聚效应分析

国家重点实验室是国家科技创新体系的重要组成部分，它有力地推动了我国的基础研究、应用研究和学科发展，是一个多元创新要素集聚体。文章在阐明国家重点实验室人才集聚效应、科研资金和固定设施集聚效应、知识集聚效应的基础上，提出目前国家重点实验室发展的三大问题：一是符合我国科技发展战略的创新型人才培养机制还有待进一步完善；二是国家投入的大量仪器设备资源还不能实现充分共享；三是科研选题与我国市场需求有脱节现象。因此国家应该采取适当的竞争机制，激励重点实验室的积极性和创造性，应通过对重点实验室的有效评估，根据学术贡献和业绩对重点实验室进行分档，依分档结果进行资助。实验室在开展科研活动时也要满足国家需求，明确目标和科研方向，合理配置和共享资源。

Analysis of Multivariate Agglomeration Effect on the State Key Laboratories

State key lab is an important part of national science and technology innovation system, which is an agglomera- tion of multivariate innovation elements, effectively promoting fundamental research, applied research and discipline devel- opment in China. On the basis of explaining the effects of talents gathering, research funds and fixed installations aggrega- tion of state key labs, this paper will point out three existing problems during the development of our state key labs. Firstly, the creative talents cultivating mechanism which is suitable for our science and technology development strategy needs to be improved and developed ; secondly, lots of instruments and equipment resources invested by our country have not been fully shared; thirdly, there exists a phenomenon that the scientific research topic selection is disconnected with our market de- mand. So we should carry out appropriate competition mechanism which could effectively inspire the initiative and creativity of the state key lab, and fund the state labs through effective evaluation and classification according to academic contribu- tion and performance. With clear goals and scientific research directions, state key labs need to meet our country＇s demand while doing scientific researches, and properly allocate and share resources.
