新冠肺炎疫情对社会保险的影响及对策

本文以企业职工基本养老保险和失业保险为例,分析了新冠肺炎疫情对我国社会保险造成的短期冲击和中长期冲击,分析并估算了疫情期间出台的社会保险费减免、稳岗补贴等政策对社会保险基金的影响,在此基础上,从疫情之后一段时间内降低中小微企业缴费负担,延长中小微企业缴费期限,加大企业基本养老保险中央调剂力度和财政投入,加快企业基本养老保险制度改革步伐,提高失业保险统筹层次并提高待遇支付的精准性等方面提出了进一步完善应对疫情冲击的社会保险政策的建议。

Impact of COVID-19 Epidemic on Social Insurance and Countermeasures

The paper analyzes the impact of the outbreak of COVID-19 on social insurance in the short and medium term in China;elaborates and assesses the effectiveness of policies issued during the epidemic period on social insurance funds,including policies such as insurance contributions relief,subsidies on retaining jobs,etc.;and based on this,puts forward recommendations on how to improve the social insurance policies in response to the outbreak in terms of reducing the burden of contributions in micro-enterprises and SMEs in certain periods after the COVID-19 outbreak,extending the length during which contributions have to be paid for those enterprises,increasing the financing of central reallocation funds and financial subsidies,accelerating the reform of the basic old-age insurance system for urban enterprise employees,raising the level of social pooling in unemployment insurance funds and making the amount of unemployment subsidies more accurate,etc.
