新冠疫情下我国人力资源服务效率分析

摘    要:新型冠状病毒疫情给我国国民经济生产带来巨大影响,国家多措并举稳步推进企业复工复产,人力资源服务发挥着至关重要的作用。运用DEA和Malmquist指数方法分析疫情状态下我国人力资源服务的效率发现:综合效率整体表现良好,部分时间段内投入冗余致使资源浪费以及产出不足影响了服务效率,技术变化对全要素生产率造成较大影响,迁出人口、规模以上企业复工率和疫情环境对服务效率的影响最大。总结此次经验,将有助于完善我国人力资源服务模式、提升信息化水平和推动公共就业服务均等化进程。

Abstract:The COVID-19 outbreak has brought a huge impact on China’s national economic production,the Sstate has taken various measures to resume work and production in a steady way,during which human resources services play a vital role.By using DEA and Malmquist index to analyze the efficiency of China’s human resources service in the situation of the outbreak,it is found that the service performs well in its overall efficiency,but the redundant input leads to the waste of resources and less output affects the service efficiency in some periods.In addition,the technical changes have a great impact on the total factor productivity,and migrant workers back to their hometowns,the rate of enterprises with a large size where work is resumed to normal and to what extent the outbreak will last have the greatest impact on service efficiency.Summing up this experience will help to improve China’s public employment service model,enhance the level of information technology and promote the process of equalization of public employment services.
