| 摘 要： | 制度的缺陷客观上也许为腐败现象的产生提供了机会,但把这种可能性转化为具体腐败行为的却是腐败主体的价值选择。这种价值选择是腐败者自我实现的某种需求,因此,从价值维度上对腐败现象的反思,构建以"好公民"为基点的现代价值体系,是防治腐败的一个基本路径。
