| 摘 要： | 农民负担问题是当代中国社会政治经济生活中的重大问题。农民负担过重久减不下,时而反弹,已成为影响农村经济发展和农村社会稳定的痼疾。为农民减负,虽然做了不少努力,但收效依然不十分理想。究其原因,虽然是众多方面的,可有一点不能不引起我们的关注,就是过多地着力于基础技术层面的修补,而相对忽略了其根源、制度、体制层面的变革及设计。要从当代中国农民负担过重的历史演变,现状及其深层次根源等方面来分析农民负担问题与体制变迁、制度沿革的相互关系,以便从中寻求有效的对策。

| Abstract: | The farmer burden is a key issue in social political economic life of China. The farmens burden is overweight, and it appears rebound and become a confined disease in rural economic development and stablity.Although we make a lot of efforts for the issues, the result is not better. The reasons have a lot of aspects. We must pay attention to the problems. In this article, analyse farmer burden and institution change and system development from the current China farmer burden overweight historical development and find some solving measures. |
