| 摘 要： | 我国应从具体国情出发确立政策性农业保险立法的目的、模式与原则，以规范政策性农业保险活动，提高农业抗风险能力，保障农业生产安全，完善农业支持保护体系，促进农业持续稳定发展及维护农村经济社会稳定为立法目的，坚持中央立法先行的渐进式的独立法模式，遵守法制统一原则，尊重国情原则及公平与效率兼顾原则。
