协同理论视角下的雾霾治理机制及其构建

近年来我国雾霾灾害日益严重,给社会公众的生活、工作与健康带来危害,给社会经济造成巨大损失。雾霾治理是一项复杂而庞大的系统工程,针对我国现阶段政府治理雾霾的现状与困境,应运用协同理论,从建立区域政府间协调机制、建立地方政府与企业之间的非政府协调组织、建立普通民众地方政府之间的监督机制、建立高校、科研院所与地方政府之间决策参谋机制四个方面构建雾霾治理机制。

The Building of Haze Governance Mechanisms Under Synergy Theory

Haze disaster has become more and more serious in recent years in our country, which has done harm to our life, work and health, and also causing huge economic losses to society. Since haze governance is a complex and huge project, according to the current situation and dilemma of haze governance at this stage, use we should synergy theory, establish regional governments coordination mechanism, establish non-government organization between local government and cooperations, establish supervision mechanism between ordinary people and local government, establish decision mechanism between universities, research institutes and local goverment.
