| 摘 要： | 任何政府变革都以政府与公民社会的关系为主线，在法理的视角下，政府与公民社会关系的内容是权力与权利的关系，权力与权利关系的调整是政府变革的永恒主题。当代政府变革的基本特征和走向是权力向权利回归，而我国政府所进行的行政改革则呈现出由权力的归位、缩减、下移到向权利回归的基本走向。

| Abstract: | The relation between any government and society is the main line of any government reform.Under legal theory perspective,the content of the relation between government and society is the relation between power and right,the adjustment of which is a permanent theme of government reform.The primary trend of our government administrative reform reveals regression,cuitment,downwardness and return to right. |
