| 摘 要： | 民生问题是贯穿人类社会发展的一个不断求解的问题，民生问题的实质是一个不断实现人权的问题。在中国当今和今后相当长的时期里，解决民生问题已经成为了中国执政党和政府社会的核心问题。就目前而言，在新的历史起点上，解决民生问题的关键是进一步放权让利、大力提升文化软实力。
