| 摘 要： | 介绍了公路资产证券化、公路经营权转让及BOT 3种我国公路资产管理市场化运作方式的发展现状和特点,并总结了市场化运作过程中存在的主要问题,认为目前我国公路资产管理市场化的关键在于进一步完善法律环境,同时提供良好的政策环境。

| Abstract: | Since the launch of reform and opening - up, China s highways have developed very quickly. How to strengthen highway assets management has become the key to enhance the efficien cy of highway network and to ensure assets all preservation and appreciation. With the development and improvement of marketing economy, all provinces and municipalities have made quite a lot prac tice in commercialization of highway assets management. This paper introduces the status quo and the special features of three types of commercialization of highway assets management, including se curitization, transfer of highway operating rights and BOT. Furthermore, it summarizes the major problems of commercialization of highway assets management. |
