| 摘 要： | 行政指导是当今市场经济国家一种重要的行政方式。行政指导以其不可替代的优越性正在成为现代政府施政的中心。随着有中国特色的社会主义市场经济体制的完善和政治体制改革的不断推进,行政指导在现代中国政府中的职能逐步增强,其主导地位逐步确立。
