| Abstract: | The operation of power trajectory in the selection of Grass - roots party and government cadres, to a large extent which are decided by some regulations. They are mainly embodied in the principles of party＇s managing cadres and the masses accepting, the method of nominating candidates and interest groups to participate in, and so on. This paper attempts to use the method of new institutionalism, analyzing the institution factors on the ＂path＂, with a view to the operation t）f the power of democratic and scientific to have a positive impact. |
