| 摘 要： | 作为地方政府，应该以贯彻落实十七届三中全会精神为契机，坚持实践科学发展观，抓住西部大开发和“南水北调”工程的历史机遇，以发展绿色生态旅游为主线，以水资源开发为重点，以人文资源为补充，以建设旅游精品和名牌产品为目标，坚持“政府主导、部门联动、社会参与、市场运作”的原则，坚持经济效益、社会效益和环境效益相统一，大力推动乡村旅游深入发展。
