| 摘 要： | 《海上事故或事件安全调查国际标准和推荐做法规则》于2010年1月1日开始生效实施。由于中国现行的海事调查无论从目的、范围还是方法和形式等方面都与规则要求存在差异，如何改进中国海事安全调查以便与国际全面接轨是一项艰巨的任务。通过分析现行海事调查亟待改进的方面，并参考国际上比较完善的海事调查模式，提出中国海事安全调查的发展对策。

| Abstract: | Code of the International Standards and Recommended Practices for a Safety Investigation into a Marine Casualty or Marine Incident has entered into force on January 1, 2010. As for China＇ s current marine investigation in terms of the purpose, scope, methods and forms, there are differences between it and the requirement of the code, so how to improve China＇s marine safety investigation in order to complete the integration with the international one is an arduous task. The paper analyzed the urgently required improvement in existing marine investigation, and made reference to the complete mode of international marine investigation, thereby put forward several countermeasures on the development of China＇s marine safety investigation. |
