文化软实力是在文化力概念和软实力或软权力概念的基础之上发展起来的概念。文化力与软实力(软权力)概念和理论是讨论文化软实力概念和理论的基础;文化软实力概念和理论就是对此前文化力概念和理论的新发展,它们应该属于同一个理论体系。党的十七大报告提到了文化软实力概念,但更强调文化概念。无论是文化力还是文化软实力,都是文化的综合体现,也应该以文化发展为目的。
