论汉代的贫困救济——以假田和赐田为例

假民公田与赐民公田是汉代济贫的重要措施。假税的税率不会高于三十税一。假民公田或赐民公田作为安置贫民的一项措施,发挥了一定的积极作用。一方面,增加了国家财政收入;另一方面,解决了一些破产农民无地可耕的问题,使一些因丧失土地而流亡的农民得到安置。

On Poverty Relief in Han Dynasty Based on the Case Study of Public Land Rent and Bestowal

Renting and bestowing public land to peasants are two essential approaches of poverty relief in Han Dynasty. The public land rent rate was less than one thirty. As a means of resettling the poor,the two approaches impact positively in the perspectives of increasing the state revenue and tackling the problem of no land to plough for the bankrupted peasants and thus arranging for the plac- ement of peasants who lose land and have to exile.
