| 摘 要： | 所有制偏见、法制不健全、市场体系发育落后以及政企不分等因素是我国产业进入与退出壁垒形成的主要原因。因此 ,寻求切实有效的降低或打破产业壁垒的措施 ,为经济结构调整扫清障碍 ,这对于入关在即的国有企业与非国有企业来说都是至关重要的。

| Abstract: | Prejudice against ownership,unhealthy legislation,underdeveloped market system,indistinct functions between government and enterprises,etc.together contribute to the major causes of the access and withdrawal barriers for China's industries. Thus,seeking the practical measures to break through the industrial barriers and clearing the way for economic structural adjustment have become a vital factor for SOEs and denational enterprises which are about to enter into WTO. |
