医疗改革的若干问题与政府职能

我国医疗体制改革中出现的各种问题并不是“市场失灵”的结果,而是由于没有真正“市场化”造成的。解决的途径是在正确界定政府与市场边界的基础上,重新进行政府职能定位。具体而言,我国政府在医疗体制中的职能是保险者、购买者、资源配置者、监管者。这个定位是以公共管理在研究与实践上的发展从政府本位到社会本位转变为前提,反映了20世纪80年代以来公共部门与私营部门相互融合的大趋势。

Some problems of the medical reform and the governmental function

The problems existing in the medical system's reformation are caused by "market-oriented approach" rather than "market failure".To tackle the problems,it is necessary to relocate the function of government.Specifically speaking,the functions of government in the medical system should be protector,purchaser,resources planner,and supervisor.Such relocation is based on the current change from "government-domination" to "society-domination",and reflects a fundamental tendency that the public sectors are cooperating more closely with the private ones.
