| 摘 要： | 近年来,公共管理运动在全球范围内兴起,给统治了行政管理长达一个多世纪的公共行政模式提出了强有力的挑战.本文试图从人性论的角度来探讨行政管理的变迁,揭示出对于不同的人性应当采取不同的行政管理模式,对人性看法的改变必然导致行政管理模式的改变.

| Abstract: | In recent years, public management has been becoming increasing popular in the world. This imposes a powerful challenge on public administration that has dominated administration for more than a whole century. This paper discusses the development and evolution of administration from the perspective of the theory of human nature and points out that any change in the attitude towards human nature will necessarily result in changes in the mode of administration. |
