| Abstract: | ＂Rule by the habits and tradition＂ is the most important principle in the legislation of Mongolian in Qing dynasty. The chapter analyses the empodiments, cause and meaning of this principal, from which we can find the inherit of history and the innovation of Qing dynasty, which also helps us to find the reason why the rulers of Qing dynasty can dominate the Mongolia successfully. |
