| 摘 要： | 围绕汉代"乡三老"是否为官的争论聚讼纷纭,主要原因是对史料的掌握与理解上存在一些歧异,其实"乡三老"的身份有个发展变化的过程,考之史籍,西汉"乡三老"是官,但未被列入吏员行列.东汉的"乡三老"既是官,可能也被纳入吏的系统.汉代县、郡国三老的职掌及作用与乡三老不同.
