| 摘 要： | 本世纪末使全国人民生活达到小康水平，是我国现代化建设的第二部战略目标。所谓小康生活水平是介于温饱和富裕之间的一个生活发展阶段。根据《全国人民小康生活水平的基本标准》（见附录）规定的指标测算，从总体上看，到1997年我国已走完温饱阶段5/6的路程。预计到2000年，全国总体平均水平将进入小康社会的初步阶段，有3/4的人基本上能过上小康生活。
