由于一批人口规模与经济规模都较大的成形的镇级城市在全国各地尤其是珠三角、苏南、浙江沿海、山东半岛、闽南等地区广泛出现,就为县辖市的设置提供了可能.就目前大陆地区城镇化发展现状和县辖市的理论突破而言,县辖市的设置共有八大契机,因而,广泛设立县辖市的条件也已成熟.在县辖市成立之后,其行政名称可叫作"邑",在行政上与乡镇平级,并可同时进行一系列相关的改革.

A Discussion on the Feasibility of the establishment of Municipalities Directly under the Jurisdiction of a county

There is a possibility of the establishment of municipalities directly under the jurisdiction of a county, due to the fact that quite a number of towns with large population and powerful economy have appeared in China, especial in such areas as the Zhujiang River Delta, Southern Suzhou, coastal areas of Zhejiang, Shangdong Peninsular, and Southern Fujian. Eight chances are ahead for applying the related theory to practice and the time has already come. The paper suggests that the term for the new district should be"yi", which has the equal administrative level to the towns and the countryside, and which provides opportunities of conducting some related reforms.
