试论政治权力及其监督

政治权力是一种社会公共力量 ,又是一种以暴力为核心的物质力量 ,它具有普遍性、排它性、单向性和至上性的特点 ,对全社会成员普遍适用 ,具有绝对的权威性。但是 ,当它凌驾于社会之上而不受任何监督和制约时 ,就会产生腐败。因此 ,只有对它进行有效的监督和制约 ,才能保证它在正常的轨道上运行 ,从而达到维护统治秩序、整合社会运行机制的目的

Political power is not only a kind of social public power,but also a kind of material strength with force playing role.It has the characteristics of universality,exclusiveness and supremacy. The power applies to au social members and has absolute authority.But when it domineers over the society without any supervision and restrain,corruption will emerge.Therefore,only when it is given effective supervision and restrain can the power be ensured to work on the right track.Thus it can achieve the aim of upholding ruling order and conforming social running mechanism.
