公共政策的道德评价

公共政策是特定制度的产物，是决策者在这个制度框架内综合平衡的结果；而制度的产生从一开始就含有制度设计者本身的价值目标和价值倾向。公共政策评价在本质上是寻求、证明和确定公共政策价值的过程。鉴于公共政策具有对社会价值观的道德引导作用，应该对重大公共政策进行道德评价。公共政策道德评价是依据一定的伦理道德尺度，对公共政策过程及结果是非善恶的一种判断和评价。公共政策道德评价的尺度有三个层次：元尺度、基本尺度和具体尺度。

Moral Evaluation of Public Policies

As the product of a particular system, public policy is the result of the comprehensive bal- ance of policymakers within this system, while from the onset the establishment of system contains the value objectives and orientation of system designers. In essence, evaluation of public policies is the process of seeking,testifying,and determining the value of them. As public policies have functions of moral guid- ance to social value system, moral evaluation is necessary for major public policies,which is kind of judg- ment and evaluation about the process and result of public policies according to certain moral principles measurement. This moral evaluation has three layers：meta scale,basic scale and specific scale.
