村组治理:功能定位、运作机理与优化路径

作为村民自治制度依法确定的基本治理单元,村民小组曾具有政治、行政、生产、社会四个方面的治理功能,如今主要发挥社会治理功能。在运作机制上,村组治理主要依靠熟人社会和群众路线维系。当前,行政村权力运作的行政化和信息治理技术的全面下乡,对政策激活后的村组治理形成结构性挤压。优化村组治理的总体路径在于:技术治理主导型村治应推动村组治理与技术治理有机融合,充分发挥技术治理的优势,共同致力于乡村治理能力的提升;村组治理主位型村治应实现村组治理与技术治理的有效分工,推动村级治理体系内部形成双轨制。

Village Group Governance:Function Orientation,Operation Mechanism and Optimization Path

As the basic governance unit legally determined by the villagers self-government system,the villagers group once had the governance functions of politics,administration,production and society,but now it mainly plays the social governance function.The operation mechanism of village group governance mainly relies on the acquaintance society and the mass line.At present,the administrative power operation of administrative villages and the comprehensive introduction of information governance technology have formed a structural squeeze on the village group governance after the policy being energized.An optimized overall village governance path should be as follows:for the village dominated by technical governance,the organic integration of village governance and technical governance should be promoted to give full play to the advantages of technical governance and make joint efforts to improve the rural governance ability.For the village group dominantly by village management,an effective labor division should be realized to form an internal double track system of village group management and the technical management.
