| 摘 要： | 先将WTO保障措施规则转化为三阶段动态博弈模型,重点比较和讨论了对一国和两国同时实施保障措施的区别,以及分别在产业利益最大化和国家福利最大化政策取向下,保障措施对实施国和目标国的影响,以及WTO保障措施规则的要求和反报复的效应,讨论了如果保障措施实施国滥用保障措施并被WTO争端解决机制判决违法后,被WTO授权反报复时,对贸易条件、反报复国关税、产品选择的影响.
