不同类型新农村建设筹资模式分析与对策

资金短缺是新农村建设面临的最大瓶颈。从投资主体角度总结出新农村建设三种筹资模式,分别为外援主导型、内源主导型和均衡发展型,并对不同模式的构成主体、形成条件和实现途径进行论述,认为三种模式普遍存在投资主体缺乏整合性与互动性、投资建设缺乏长效性与可持续性,致使新农村建设筹资动力不足,筹资机制有待进一步完善。

Analysis and Countermeasure Research on Different Types of New Rural Construction Financing Mode

Capital shortage is the biggest bottleneck that the construction of new countryside is facing.This article from the angle of investment main body summed up three kinds of financing mode of the new countryside construction,which respectively are foreign aid dominant financing mode,endogenous dominant financing mode,and balanced development of financing mode,and discussed the composition subject,formation condition,realization way of the different modes.At the same time,the article thought that three kinds of mode have generally investment main body lacking of integration and interaction,investment in the construction lacking of long-term and sustainable development,which make the new rural construction fund insufficient power,and raising mechanism need to be further improved.
