中东欧国家的民族冲突、民主转轨与政治稳定

在民族矛盾比较严重的中东欧国家,民族冲突成为民主转轨的导火索,乃至与这一进程相伴而行。民族冲突背景下的民主转轨几乎都伴随着政局动荡,并受到民族冲突的干扰和阻碍。在民主转轨进程中,一方面,民族冲突非但没有解决,反而以更激烈的方式表现出来;另一方面,随着多党制和比例代表制的实行,认同国家统一和民主转轨的少数民族政党得以在多党议会民主制框架内参与各自国家的政治生活,在一定程度上有助于民族冲突的化解和政治稳定的实现。
