| 摘 要： | 健全财政科技投入管理体制对于提高财政科技投入绩效至关重要,我国应当建立"顶层设计、统筹协调"的财政科技投入计划决策机制,建立职能分离、分工制约、权责明确的财政科技投入管理机制,推进财政科技投入管理的社会化,实现政府管理和社会化管理的良性互动.
