从无政府状态到和谐世界秩序的建构

无政府状态是国际社会的基本特征之一,表现为国家与国家之间缺少一个共同的最高权威。但是无政府的国际社会并不是无序的,而是逐步朝着有序方向演进的,其无政府状态的程度随着历史的进步而逐步减轻,有序性在不断增强。在这一历史进程中,国际社会秩序出现过均势秩序、霸权秩序和多极竞争秩序,但这些秩序模式均不是理想的国际秩序模式。中国提出了建构和谐世界秩序的主张,正确反映了国际社会演进的方向,符合和平与发展的世界主流,能最大程度地减轻国际社会的无政府状态,促进世界的繁荣与稳定,因而是理想的国际社会秩序模式。

From Anarchy to the Construction of A Harmonious World Order

Anarchy,which means the absence of a common supreme authority among nations,is one of the basic characteristics of the international society.However,the anarchical international society is not one without order,but one evolving towards order.The degree of anarchy has been lessening with the progress of human society.During this historical development,there have existed the balance of power order,the hegemonic order,and the multi-polar competitive order.Nevertheless,these modes of order are not the ideal international order for the international society.The Chinese government's proposition of building a harmonious world correctly reflects the evolutionary direction of the international society,and meets today's main current of the world,i.e.the current of peace and development,and this mode can lessen the international society's anarchy to a great extent,and promote the world's prosperity and stability.Therefore,this mode is the ideal order of the international society.
