中国共产党从"革命党"变为执政党,客观环境和历史任务都发生了根本转变,它不仅要成为中国工人阶级的先锋队,还要成为中国人民和中华民族的先锋队.这样必须扩大党的群众基础.改革开放以来大量外国有经济中的业主、管理者、科技人民同样是国家建设者,其中的优秀分子,有要求又符合党员条件的、应该把他们吸收到党内来.这样有利于发挥党的社会作用,增强党的凝聚力,保护党的先进性.
