海洋生态文化的认知与实践体系

梳理海洋生态文化零散的、多学科的内涵与相关实践，以多元主体及其互动为主线的综合视角诠释海洋生态文化的形成、体系和实践模式。研究认为:（1）海洋生态文化认知经历了“观念萌发感性认识理性响应理性-感性交融”过程，且认知逻辑上实现了海洋生态系统的资本逻辑向保护逻辑，继而向服务逻辑的转变；（2）海洋生态文化涵盖物质、行为、体制三层面，不同空间尺度下起主导功能的主体不同，不同主体在建设海洋生态文化过程中扮演不同角色且相互掣肘；（3）海洋生态文化实践体系包括以政府主导的规划编研及其实施、企业及其他组织的法人管理文化、公众的海洋意识与生活行为等，且中国海洋生态文化实践过程存在政府强势推动，法人组织与公民海洋意识淡薄且缺乏行动指引，海洋生态文化实践亟待提升科学普及与媒介引导等问题。

The Cognition and Practice System of Marine Ecological Culture

This paper examines the scattered, multidisciplinary connotation and related practice of marine ecological culture, and aims to construct a comprehensive perspective based on the multi-subjects and its interactionto interpret the formation, system and practice mode of the marine ecology culture. The studyfounds: (1)The ecological and cultural cognition of the ocean has experienced the process of "concept germination perceptual knowledge rational response rationality - emotion integration" , and realized the capital logic of the marine ecosystem to the logic of protection, and then to the service logic changes in c ognitive logic. (2) Marine ecological culture covers the three levels including material, behavior and institution, andt he dominant function of action under different spatial scales is different; furthermore, the different actors play different roles and mutual constraints in the process of constructing the marine ecological culture. ( 3) The practice system of marine ecological culture includes government-led planning and its implementation, corporate management culture of enterprises and other organizations, and public marine awareness and life behavior. There are some issues in the process of China’s marine ecological culture practice, such as the government’s strong push, corporate organizations and civic consciousness of marine and the lack of operational guidelines.
