| 摘 要： | 制敕文书起草和颁行即"造令"与"行令"在职责主体和程序上的分离,是北宋政治体制中的一个重要特点。元丰改制以前,三省在制敕文书签署和下颁过程中对文书体式和流转程式的规范作用,属于"行令"的范畴,而"造令"则属翰林学士和知制诰即"两制官"之职。三省制的框架作用以及三省流程的模板作用,虽与"造令"程序无关,却体现在"行令"程序之中。元丰改制以官制的"正名"为目标,而所谓"以实正名",对于三省来说,只是在出令机制上力图达成"造令"系统与"行令"系统的有机结合,将三省官员在告身及其所依托制敕文书上的署位落实为具名签署。元丰改制并没有恢复唐代前期实际运行的三省制,而在此前后宋人恢复唐代三省制的各种议论,却显示着其特有的三省制理念。
