北宋熙宁内诸司及其行政秩序——以参与接待成寻的御药院和客省为中心之考察

熙宁五年十月,日僧成寻一行来到东京,居停数月。其间御药院宦官履行迎伴职责,而由客省、閤门等机构办理其朝见、朝辞等事宜。御药院与客省、閤门等内诸司机构在接待成寻过程中的角色及其办理相关事务之流程,不仅可以清晰地显示其在接待方面的具体职责和业务分工,而且在一定程度上呈现出神宗熙宁时,乃至整个北宋时相关行政的日常秩序。成寻之入宋、御药宦官频频出场、客省等机构之职责及行政效能,表面上看来都有些非同寻常,但若结合制度源流、北宋政治与对外交往之特征等问题加以考察,似乎又都是那么平常。
