试析冷战后波兰对俄罗斯的外交政策及其制约因素

冷战后波兰对俄罗斯的外交政策表现为相互对立又相互联系的两个方面:既要疏俄、防俄、抑俄,防范霸权式的俄罗斯东山再起,又要改善对俄关系,并与俄罗斯建立起比较正常和稳定的双边关系。波兰的对俄政策是由其国家利益所决定的,是安全因素、经济因素尤其是波兰对俄罗斯的能源依赖、历史因素和冷战后国际政治形势的变化以及欧洲地缘政治版图的变化等多种因素综合作用的结果。可以预见,随着欧盟政治一体化的深化和共同外交与安全政策以及独立安全防务政策的加强,波兰对俄罗斯的外交政策将更多受欧盟对俄政策的影响。

Analysis of Poland's Policy toward Russia and the Restrictive Factor

In the post-Cold War period,Poland's policy towards Russia has dual character:confrontation and connection.On the one had it wants to distance itsef from Russia,to guard against Russia and to prevent Russia from becoming again a hegemon.On the other,it makes effort to improve relations with Russia,trying to set up comparatively normal and stable bilateral relations.Its policy is determined by national interest and the security factor,economic factor,historical factor,the change of the geopolitical map of Europe all play a role in the formulation of Polish policy.It can be expected that with the deeping of political integration of the EU and the strengthening of common security and foreign policies of the EU,Poland's policy toward Russia will be further influenced by EU's policy toward Russia.
