论职务犯罪惩防一体化机制建设——以扶贫领域职务犯罪的惩防为例

当前,中国扶贫领域职务犯罪高发.该类犯罪危害巨大,它不仅使党和政府的扶贫工作达不到缓和社会矛盾、促进共同富裕这一目的,反而适得其反,会动摇群众政治认同,影响国家长治久安.要从根本上遏制扶贫领域职务犯罪日益恶化的发展势头,必须加强职务犯罪惩防一体化机制建设.建立该机制,要统筹兼顾,既要有利于扶贫主管部门加强管理,又要有利于群众加强监督,切实减少扶贫项目资金经手人员的作案机会,还要有利于对职务犯罪的调查取证,更要有利于对该类犯罪的定罪量刑,使敢于作案的人最终无法逃避法律的制裁.

At present, duty crimes in proverty alleviation field are becoming more serious in China. It will not only make poverty alleviation work deviate from its objective to alleviate social contradictions and promote common prosperity, but also shake up the political identity of the masses and affect national security. Moreover, the greater the poverty alleviation work, the more the funding of poverty alleviation projects, the more serious the consequences will be. In order to stop this development momentum, we must strengthen the mechanism construction of integration of punishment and prevention of duty crimes. It should be balanced to establish such a mechanism. It should be conducive to strengthening the management of poverty alleviation department, should help the public to strengthen oversight and effectively reduce the chances of anti-poverty staff to commit crimes, and should be beneficial for judicial authorities to accurately identify such crimes,leaving those who commit the crime ultimately fail to evade the law.
