政府投资营造林项目全过程监管体系设计

随着国家对生态建设的逐渐重视,政府在营造林项目上的投入逐年增加。营造林项目上大量的财政资金投入,在使用时是否规范,使用后是否实现了建设目标、发挥了应有的效益是相关部门监管的重点。目前我国对营造林项目的监管存在一定问题,需要加以改进。本文设计的政府投资营造林项目全过程监管体系表现为＂三阶段、两角度＂。三阶段是指项目的投资前期、投资期和投资后期,体现全过程的监管;两角度是指监管指标和监管模式,监管指标实现科学量化监管,监管模式明确监管具体做法。

Design of Entire-process Regulation System of Government Investment in Afforestation Projects

As the nation attaches more and more importance to ecological construction,the government＇s investment in afforestation projects increases every year.It is the focus of supervision of the relevant departments whether the huge financial funds in afforestation projects are standard for using,achieving the goal after using,or achieving the desired benefits.At present,there are certain problems to be improved about supervision of afforestation projects in China.The entire-process regulation system for government investment in afforestation projects can be expressed as ＂three stages and two points of view＂.The three stages include pre-investment,investment period and the latter part of investment,which reflects the whole process of regulation;The two points of view are index of regulation and pattern of regulation.The index of regulation can realize scientific and quantitative regulation.The pattern of regulation clear the way of regulating.
