浅论对传统农业的"理性"回归与技术范式创新

通过对中国传统农业思想体系与实践的解析，揭示其蕴含的“朴素”循环经济思想理念，同时又从对资源的过度依赖性和技术发展滞后等方面指出了传统农业模式存在的问题和局限。阐明现代农业生态经济与循环是传统农业生态理念的延伸和生产模式的变革，发展现代农业循环经济是对中国传统农业的“理性回归”，其“理性”体现在必须要依靠技术创新。在进一步论述了现代农业循环经济是技术范式的创新之后，从实现技术范式创新的生态学价值转向、构建技术范式创新的保障体制、调整技术范式的创新体系、建立有效的创新技术范式扩散机制等宏观层面提出了我国农业循环经济技术范式的“四维”创新策略。

The Analysis for Rational Returns to the Traditional Agriculture & Technical-pattern Innovation

The primordial idea and practices of circular economy existing in traditional agricultural system were analyzed, and its incomplete problem such as more depended upon the materials and resources and the lagging of development on agro-technology were also pointed out. It indicated that ecological ideas extending and productionpattern innovating of the traditional agriculture system were necessary for modern ecological and circular agriculture progress, and the agricultural circular economy development was actually was ＂rational returns＂ to traditional agriculture, the needs of depending upon technical innovation was its embodiments. The modern agricultural circular economy as the technical-pattern innovation was further discussed. Furthermore, a proposal of ＂four-dimensional＂ policy on technical-pattern innovation was put forward from carrying out ecological value changing, constituting guarantee system, adjusting technical innovation content and establishing effective technical pervasion of the technical-pattern innovation of four macro-aspects.
