公共管理范式的嬗变：概念、工具与论争

自20世纪末以来,我国学界开始了关于公共管理范式嬗变与转换的争论。论辩围绕公共管理是否存在范式嬗变与转换以及公共管理范式究竟有哪几种类型展开。这种论争很大程度上源于对范式概念的诸多歧义性理解以及其他替代和挑战性理论研究工具（如研究纲领和韧性与增生理论）的运用。反思这一论辩过程,可以认为,新的公共管理范式确已产生,但要全面接替传统的公共行政范式尚需一个渐进过程。
