民族乡村治理的秩序逻辑:基于历史与现实的分析

自发秩序与建构秩序是理解民族乡村治理的核心维度。民族乡村的秩序均衡是乡村内生的自发秩序与国家正式的建构秩序相互作用的结果。不同的历史阶段,由于自发秩序与建构秩序作用强度的差异,而在民族乡村呈现出不同的主导秩序。改革开放后,社会转型与文化变迁引发乡村自发秩序与国家建构秩序在一定程度上的双重失灵,造成了民族乡村的秩序危机。重构现代民族乡村秩序,其关键是实现乡村自发秩序、国家建构秩序与市场扩展秩序的融合统一。

Order Logics of the Rural Governance in Ethnic Minority Areas: An Analysis Based on History and Reality

Spontaneous order and constructive order are the core dimensions to understand the rural governance in ethnic minority areas.The order equilibrium of the rural governance in such areas is the result of the interaction between the endogenous spontaneous order in the village and the formal constructive order of the state.At different historical stages,due to the difference in the strength of the spontaneous order and the constructive order,different dominant orders will appear in ethnic minority villages.After the reform and opening-up in China,the dual failure of the rural spontaneous order and the state constructive order has caused a crisis of order in ethnic minority villages.The key to reconstructing the modern order of rural governance in ethnic minority areas is to achieve the integration of the spontaneous order of the village,the constructive order of the state,and the expansive order of the market.
