从居民主体行为审视宏观经济政策的绩效性

基于我国近年宏观经济运行中出现的各种矛盾现象,对宏观经济政策的绩效性提出了质疑。我国宏观经济中存在不充分就业、不完全竞争的市场价格、不公平税赋、不均等的社会福利和社会保障、不充分的财产权和契约关系。而这些缺陷的存在又都与宏微观经济不一致、宏观经济政策不重视居民主体的动机与行为有关。因此,应落实居民的市场主体地位与作用,宏观经济政策应着眼于对居民行为的规范与激励,这样才能提高宏观经济政策的绩效性。

On the Performance of Macroeconomic Policy from the Perspective of Behavior of Resident Subject

Suspicion arises on the performance of macroeconomic policy in China due to the various contradictions in the macroeconomic operation in recent years.There exist five obstacles to the macroeconomic operation:the insufficiency of the employment,the incomplete competition of the market price,the unequality of the taxes,social benefits and social guarantee,insufficiency of the property right and obligation relationship,These obstacles are relevant to the failure of the macro and microeconomic concordance and the ignorance of the policy to the motives and behaviors of micro subject of the resident.Therefore,it is required to focus attention on the position and function of resident as the market subject and regulate and stimulate the behaviors of the subject in order to improve the performance of the macroeconomic policy.
