河北省农民工社会保障制度探析

建立和完善农民工社会保障制度,对于加速河北省城市化和工业化进程、维护社会稳定、应对人口老龄化具有十分重要的意义。本文通过对河北省农民工社会保障现状的分析,认为当前农民工社会保障权益缺失的原因,主要在于制度设计上存在障碍,即费用多、门槛高、续接难的社会保障制度不适合农民工的特点。因此,应结合河北省的经济状况,根据农民工收入低、流动性大、逐步向城市转移的特点,分阶段逐步建立大范围内归农村社会保障体系管理,而小范围内又有其特殊性的社会保障制度。

Analysis of Social Securities of Workers from the Countryside in Hebei Province

Building and improving the system of social securities of workers from the countryside plays a significant role in speeding up Hebei's urbanization and industrialization,maintaining social stability and preparing for the society of the aged.This paper thinks that workers from the countryside have no social securities lies in the system of high charges,difficult entry and continuation.Because of low wages,easy moves,gradual entry into the city,their social securities should be set up step by step in the countryside and special social securities should be set up in small areas.
