确立人大代表竞选制的探讨

在当前社会利益多元化的情况下 ,竞选作为一种基本的选举方式已经在基层人大代表的直接选举中出现。竞选制度的逐步确立是我国政治发展的必然要求 ,市场经济体制下利益多元化、民主政治的发展和公民的参政意识提高都要求确立人大代表竞选制。当前我国人大代表选举中存在着选民和候选人之间缺乏直接的沟通和了解、人大代表的议政能力不强、人大代表缺乏被监督等问题。竞选制能更好地保证选民和候选人之间直接的沟通和了解 ,能够提高人大代表的议政能力 ,能够加强选民和选举单位对代表进行监督。确立人大代表竞选制是人大体制改革的需要和必由之路 ,对我国民主政治建设和政治文明的推进有着重要的意义。

Probing on Establishment of Electioneering System for Members of the People''''s Congress

With the diversification of social interests at present time, electioneering has been adopted as a basic election method in the direct election of peoples congress delegates at grass roots. The stepwise establishment of electioneering system of the peoples delegates is a necessity of the democracys development, diversification of social interests based on the market economy system, and improvement of peoples awareness of participating government and political affairs in our country. At present, the following deficiencies exist in our peoples congress delegation system: lack of direct communication and understanding between electorate and candidates, a weak capability of delegates decision making and lack of electorates surveillance to the delegates. While the electioneering system could act as a good solution to the above deficiencies. The establishment of electioneering system of the peoples delegates is also a necessity of the reform of the peoples congress system, and is of great importance to the building of our countrys democracy and political civilization.
