To convert the research achievements of universities and colleges into productive forces as soon as possible, it is necessary to adopt the approach to combining science with industry and trade. The paper gives a brief discussion of this issue and inquires how to make full use of the superiority of universities and colleges to develop high tech products. Moreover, other aspects of the issue are explored such as the necessity to strengthen the personnel management and to enhance the mechanisms for competition and excitation in the university-run enterprise.
