论公共经济活动范围的合理界定

公共经济与民间经济活动范围的科学界定无论对财政、经济、政治体制理论研究和改革实践都具有重要意义。中国目前既不能按照所谓"小政府"论办事,也不能不顾经济承受能力按照某种事实上的"大政府"论办事,而应当既考虑需要又兼顾可能,按照市场经济条件下的分工规律,将公共经济活动范围界定于八个方面,而且每一方面都要既明确质的规定性,把握好量的界限。

Rational Definition of the Range of the Public Economic Activities

The scientific defining of the range of public and folk economic activities has great significance for theoretical study and reformation of financial,economic and political systems. At present, the Chinese government should not base its performance either on the so-called"small government"or on the factual"big government"while paying no attention to the economic capacity. The government should takes both demand and possibility into consideration, governed by the partition rules of the market economy, keeps the range defining of public economic activities in eight aspects. And each of the eight aspects should be defined well qualitatively and quantitatively.
