| 摘 要： | "乡财县管"在规范我国乡镇财政收支的同时,也改变了县乡政府权力结构和管理体制,从而表现出了丰富的公共治理效应。我国需要适时把财政体制的改革切换到我国行政体制的完善,改进我国政府的乡村治理策略和管理方式,推动中国乡村治理结构的良性转型和乡镇政府治理能力的提高。

| Abstract: | The township-finance-supervised-by-county system(TFSBC) has changed the power structure and administration system between the county and township governments,and presented ample public governance effect when it regulates the township financial income and expenditure.Our government should switch the financial reformation to the administration system improvement in time,ameliorate the rural governance policy and manners,and promote the positive revolution of Chinese rural governance makeup and the improvement of the governance capacity. |
