知识管理框架下的政府危机信息管理模型

危机影响过程就是危机信息活动与演化过程。在政府公共危机管理中往往存在信息和知识不能共享的问题,信息缺失、沟通断裂、决策失误是导致公共危机产生、演变的重要原因。危机管理的核心就是对危机信息的管理,以信息管理支持危机管理的全过程。文章在提出知识管理框架的基础上,整合多重信息技术,为政府危机管理决策支持系统收集、分析、管理信息提供借鉴。同时建立危机信息管理的数学模型和价值选择模型,以引导危机管理者和危机利益相关者的价值取向。

The Model of Government Crisis Information Management Based on the Framework of Knowledge Management

Crisis influence process is the process of information movement and evolution.However,the information and knowledge cannot be shared simultaneously in the government management of public crisis.Consequently information losses,communication breaks,decision errors become the key reasons that cause the public crisis.Therefore,the focus of crisis management is actually the management of crisis information during which information management sustains crisis management.In this study,analyses are made on the knowledge management framework and multiple information technologies are integrated so as to provide references for government decisions on crisis management in terms of the collection,analysis and application of the data.Meanwhile the mathematical and valuation choice models of CIM are established for the good of the crisis managers and stakeholders.
