政策网络作为探讨政策形成的一种新兴方法,将政策过程理解为具有不同立场、多元利益的群体复杂的动态博弈过程.由于这种分析方式能反映当代社会的现状,所以近年来政策网络研究在公共政策领域受到相当的重视.以政策网络的视角来分析当前我国房地产宏观调控政策具有现实的意义,该途径为寻求合理的宏观调控方案提供了一条可行的解释和分析框架.

The Research of Policy Networks on the Real Estate Macro-control

As a new approach to explore the formation of public process,the policy networks are used to analyze the process which is regarded as a gaming process involving different groups of people who often have different standpoints and interests. The policy networks are able to reflect the current social situation with respect to public policies,and it has come to the core of the study on public policies in recent years.So,using the policy networks to formulate and analyze the macro-control policy for China's real estate price which is rising quickly and continuously is of realistic significance.A frame can thus be offered to the macro-control scheme and make the scheme more reasonable and interpretable.
